DDRI – Downtown Development of Regional Impact

Overview
The Downtown Miami Development of Regional Impact (DDRI) is an area-wide development of regional impact created to ensure responsible and healthy development within the region’s urban core. The DDRI encompasses 927 acres of urban development in the City of Miami and is administered by the City and the Miami DDA. The neighborhoods within the DDRI – Brickell, Central Business District, and Arts + Entertainment (formerly Omni) – feature public parks, arenas, museums libraries, theaters, local status and federal courthouses, college campuses, office, retail, residential, and hotels as well as the governmental seat of Miami-Dade County. The DDRI establishes the total amount of and an incremental/phased schedule for development, subject to local land development regulations. The project was originally approved with three phases or increments, and the Master Development Order was adopted by the City of Miami on October 5, 1987.

Status
In conjunction with the Miami DDA, the City’s Planning Department is responsible for managing the DRI program, utilizing impact fees to offset development, and producing annual reports that track year-to-date activities/progress. Pursuant to the DDRI Increment III Order, Miami DDA can request funds collected under below Impact Fee categories (Sec. 13-53 of the City of Miami Code) for various projects that correspond to the commitments under the Increment III Order as well as subject category purposes. The Impact Fee categories are: Administration, Air Quality, DRI/Master Plan Recovery and Transportation Mitigation. Commissioner Reyes formed a DDA DRI Task Force in October 2021 to gather an up-to-date assessment of how much money is currently in each of the fee categories, how much has been spent, what are future funding priorities, and to evaluate planning credits.

1, 2 and 3-Year Outlook: Miami DDA staff will continue to work with the DDA DRI Task Force and City of Miami Planning staff to fund and/or reimburse projects across all categories.
