Overview

In November 2023, at the request of our departed Chairman, City Commissioner Manolo Reyes, the Miami DDA partnered with local mobility company Freebee to launch the Downtown Circulator.  The Circulator is a free, all electric, fixed-route transit service designed to enhance connectivity and improve mobility throughout the Central Business District (CBD) and links residents, businesses, tourists, and students to several key destinations, including Bayside Marketplace, Brightline Miami Central Station, Kaseya Center, Miami Worldcenter, Government Center, Publix, and eleven (11) Metromover stations. 

The Downtown Circulator operates with three (3) GEM electric vehicles, offering flexible ride options: passengers can hail a car anywhere along the designated route or use the Freebee mobile app for a seamless ride experience. The app features real-time vehicle tracking, enhancing riders' convenience.  This innovative transit solution supports the Miami DDA's broader efforts to reduce car dependency and promote multi-modal transportation in Downtown Miami.

The service should expand in 2025/26 into the Arts & Entertainment District and the Brickell District, connecting the greater Downtown area.

Status:

  • The Downtown Circulator was launched as a one-year pilot program and has operated for approximately 18 months.  It averages over 2,000 riders per month and has consistently grown in usage.
  • In December 2024, the Miami DDA Board of Directors approved Resolution No. 047/2024, formally extending the pilot through 2025 and allocating additional funding to support service expansion into the other Districts.
  • The Request for Proposals (RFP) for establishing a permanent Downtown Circulator program has officially closed.  An evaluation committee will review submissions and determine the next steps for long-term implementation.

1, 2, 3-Year Outlook:

  • Finalize and implement a permanent Downtown Circulator program, pending the outcome of the RFP evaluation.
  • Launch extended service into the Brickell District with a new electric vehicle fleet.
  • Explore further expansion northward into the Arts & Entertainment District to serve major cultural and civic destinations.
  • Continue to monitor ridership, service efficiency, and user satisfaction to inform future enhancements and expansions
